participants and public liability and property damage insurance, if required.
Permission obtained from appropriate authority
Federal Aviation Administration waiver (if required) requested and

Nonparticipating, qualified pilot designated as military controller of the
event to ensure that all flight and safety regulations of the Service and
Federal Aviation Administration are observed
